Packers Would Only Pursue Moss if He's Released?

After Packers general manager Ted Thompson's revelation that Aaron Rodgers has never been discussed in trade talks with the Raiders, we find this (in today's Milwaukee Journal Sentinel):
The Packers probably will sign a few veterans before the draft. Just don't expect anything like the seven-year, $39M deal Woodson received on April 26 unless the Raiders cut wide receiver Randy Moss.
Huh. So now, the only way Moss ends up in Green Bay is if Oakland releases him? Why would they do that? I mean, I know he's disgruntled ... but he's always like that. Wouldn't it make more sense -- if the Raiders don't trade him now -- to hold on to Moss, and see if other teams get re-interested in him during the season? As a commenter notes, once the playoff picture starts to take shape, Moss could become very popular.

Releasing him seems completely out of the question, and if the team drafts JaMarcus Russell, Moss probably won't be traded either.
