While Chris Carr was in high demand on the open market, the Titans didn't seem that concerned to lose their returner. On Wednesday we found out why, as Tennessee signed former Panthers return man Mark Jones to fill the void left when Carr signed with the Ravens. If the Titans are looking for a punt returner, Jones should be able to fill Carr's shoes. Jones is a small, shifty returner who makes people miss, but he's not a straight-line burner, which is why he had only 18 kick returns in his career before the 2008 season. As a punt returner, he's arguably better than Carr. Jones has averaged 9.4 yards per punt return in his career, compared to Carr's 7.1 yard average, and when he's managed to stay healthy, he's been a consistently solid returner throughout his career.
What the Titans do lose is some roster versatility. Carr is a returner who can also play as a nickel back and even fill in as a starting cornerback in a pinch. Jones has little or no value as a wide receiver--he'll be a returner and nothing else.
