Cleveland Browns General Manager Tom Heckert isn't talking about the absence of kicker Phil Dawson from offseason workouts. But he is doing something about it: The Browns signed free agent kicker Shaun Suisham on Tuesday.

In Cleveland Suisham could compete with Dawson for a roster spot -- or at least make Dawson worried enough about his spot on the roster to make him reconsider his refusal to show up to voluntary workouts. Suisham isn't as good a kicker as Dawson, but he is good enough to at least put a little pressure on Dawson, which may be the real reason the Browns signed him.

Suisham, who played 12 games for the Redskins last season and two for the Cowboys, made 20 of 24 field goals in 2009. He was generally a decent kicker, but three of his misses were particularly costly: He was cut after missing a 23-yarder in a game the Redskins lost to the Saints in overtime, and he missed two field goals in a 7-6 loss to the Cowboys.

Dawson is entering the final year of his contract, and he will make $1 million in 2010. He's been unhappy with his deal and wanting the Browns to renegotiate for a year, but the Browns' decision to sign Suisham should tell Dawson everything he needs to know about whether the team is interested in giving him a raise.

To make room on the roster for Suisham, the Browns waived rookie kicker Leigh Tiffin.
