The short answer: by pouring dense drilling mud into the broken Macondo well, followed by a layer of cement. Approximately a week after the static kill is complete comes the next part of the two-pronged strategy: the "bottom kill" operation -- an injection of mud and cement through the lower relief well.
Although federal officials remain cautious, developers of the strategy are optimistic about the operation's potential, as they believe the experimental cap on the well has created conditions that should allow the static kill operation to succeed where May's attempted "top kill" on the still-gushing well failed.
