Report: Ex-Teammate Says Lance Armstrong Encouraged Doping

Lance ArmstrongThe use of performance-enhancing drugs was commonplace on the U.S. Postal Service team Lance Armstrong won multiple Tour de France titles with, a former teammate told The New York Times.

The rider, who was not identified in a story that appeared in Thursday's editions of the newspaper, told federal investigators that Armstrong even encouraged the doping. The feds recently launched a probe into whether Armstrong and his teammates were part of a conspiracy to purchase and use illegal performance-enhancing drugs funded by sponsorship money from the USPS and other means.

The claims back up what Floyd Landis, who was stripped of the 2006 Tour de France title for doping, alleged in May.

Armstrong has continually denied claims that he doped at any point in his career, including during his record seven Tour de France title runs. Armstrong's Los Angeles-based lawyer Bryan D. Daly told The Associated Press that anybody claiming his client doped is a liar.

"They just want them to incriminate Lance Armstrong and that's my concern," Daly said. "To the extent that there's anyone besides Floyd Landis saying things, the bottom line is, if you take away the soap opera and look at the scientific evidence, there is nothing."

Earlier in the week, Armstrong's longtime Texas-based attorney Tim Herman told FanHouse that riders were being offered lesser doping penalties if they came forward with allegations that Armstrong used PEDs.
