Walker is expected to issue his ruling on whether to grant or deny a stay on same-sex marriage following his verdict that struck down Proposition 8, the amendment to California's constitution that denied gays and lesbians the right to marry.
According to the San Francisco Chronicle, at least 15 couples arrived at San Francisco City Hall on Thursday morning.
The city clerk's office expects a rush on marriage applications should Walker deny the stay. "We're fully prepared," Deputy County Clerk Alan Wong told the Chronicle. "We're fully ready."
