Brandon WebbThe Cubs, with a tight budget and a need for starting pitching, are seriously considering former Cy Young Award winner Brandon Webb, a free-agent right-hander coming off shoulder surgery, according to a major-league source.

Webb has not pitched in the majors since Opening Day 2009, so any deal would likely be incentive-laden.

The source said the Cubs have been in talks with Webb's agent, Jonathan Maurer.

The Cubs have Carlos Zambrano and Ryan Dempster for their 2011 rotation but not much certain beyond that.

Webb, 31, underwent surgery on Aug. 3, 2009. In 2006-08, with a devastating sinker, he was 56-25 with a 3.13 ERA for the Diamondbacks, winning the 2006 NL Cy Young and finishing second in the voting the next two years. His ratio of 0.63 home runs allowed per nine innings is best of any active pitcher with 1,200 career innings.

Against the Cubs' five NL Central foes, Webb has a 21-8 career record with a 2.72 ERA.
