Scott Walker Wisconsin Budget Address [LIVE STREAM]

As the Wisconsin protests continue, Gov. Scott Walker is about to announce full details of his two-year budget plan for the state, including deep cuts to education, local governments and public sector employees' benefits.

Earlier this week the governor attempted to close down the Capitol in Madison, where protesters have been gathered for two weeks. Today a judge ordered the building reopened until a hearing on the issue can be held, but the situation in the statehouse has been confusing for protesters and law enforcement officials alike, with some people locked in and some people locked out.

Gov. Walker's speech is set to start at 4 p.m. Central time (5 p.m. Eastern/2 p.m. Pacific). Check back then for the live stream. Below the live stream player, we have video of the capitol protests yesterday, when Rep. Brett Hulsey addressed a small group that had been allowed to stay inside the building.
